关于进一步加强我校电动自行车管理的通知

根据《江苏省电动自行车管理条例》、《关于加强电动车道路交通安全管理意见》等文件要求，结合我校实际，现将电动自行车管理相关工作通知如下∶
According to the "Regulations on the Administration of Electric Bicycles of Jiangsu Province", "Opinions on Strengthening the Management of Road Traffic Safety of Electric Vehicles" and other document requirements, combined with the actual situation of our university, the relevant work of electric bicycle management is hereby notified as follows:
一、有证行驶
Driving with a license
1、牌照办理
Applying for license
依据《江苏省电动自行车管理条例》,电动自行车上道路行驶，应当依法经所有人居住地设区的市、县（市）公安机关交通管理部门注册登记，取得电动自行车号牌。为方便校内师生上牌，本学期校保卫处与公安部门将在校内统一进行车辆上牌业务办理，详情待保卫处进一步通知。未上牌学生也可自行前往相关地点办理，具体办理地址和要求请在附件1和附件2中查看。
According to the "Regulations on the Administration of Electric Bicycles of Jiangsu Province", electric bicycles driving on roads shall be registered by the traffic management department of the public security organs of the city, county (city) where the owner lives, and obtain an electric bicycle license plate. In order to facilitate the registration of electric bicycles of teachers and students, the security office and the public security department will conduct the campus vehicle registration and license service this semester. Details will be further notified by the security office. Students with unlicensed electric bicycles can also go to the relevant places to apply. Please refer to Annex 1 and Annex 2 for the specific address and requirements.
二、行驶管理
Driving management
电动自行车进入校园后，应严格遵守交通规则，禁止鸣笛，
礼让行人;按校园内设置的道路交通标志、标线行驶，校内行驶限速15公里/小时。
After electric bicycles enter the campus, they should strictly abide by the traffic rules and honking the horns is prohibited.
All the electric bicycles shall be courteous to pedestrians; follow the road traffic signs and markings set up on campus, and the speed limit for driving on campus is 15 km/h.
三、停放管理
Parking management
禁止在室内场所、交通主干道、人行道、绿化地、操场、建 筑物出入口、消防通道及其他规定的禁停区停放车辆，禁止电动自行车进入电梯。
It is forbidden to park electric bicycles in indoor places, main traffic roads, sidewalks, green areas, playgrounds, building entrances and exits, fire exits and other prescribed no-parking areas. Electric bicycles are prohibited from entering elevators.
四、充电管理
Charge management
电动自行车应当统一在学校设置的充电桩充电;避免雨雪天气充电，谨防漏电引发安全事故。禁止在楼宇内、宿舍组团内给电动自行车充电;禁止在消防通道内给电动自行车充电;禁止私拉插线板等方式违规充电。
Electric bicycles should be charged uniformly at the charging piles set upon campus. Avoid charging in rainy and snowy weather and beware of safety accidents caused by leakage. It is forbidden to charge electric bicycles in buildings and dormitories. It is forbidden to charge electric bicycles in fire exits. It is forbidden to charge in violation of regulations such as pulling power strips privately.
五、巡查管理
Inspection management
学校将及时巡查所属区域内电动自行车情况，加强安全管理，对违规停放、充电等行为应及时劝导，情况紧急或者拒不服从管理的，校保卫处将介入处置。
Timely inspection of the situation of electric bicycles shall be conducted. Strengthen safety management, and promptly stop the violations of parking, charging and other behaviors. If the situation is urgent or the owner refuses to obey the management, the department shall contact the security office in time for disposal.
