关于进一步规范与加强留学生宿舍管理的通知
各位住校留学生：
近段时间以来，留学生宿舍出现了晚归、夜不归宿、噪音扰民被投诉、不遵守退宿流程等问题，为规范管理、严肃纪律，学院再次强调以下校内住宿管理要求：
Dear international students:
Recently, there have been problems in the dormitory of international students, such as late return, night absence, noise complaints, and non-compliance with the dormitory leave process. In order to standardize management and strict discipline, the School of International Education once again emphasizes the following requirements for campus dormitory management:
1、禁止晚归和夜不归宿
所有学生需在晚11点之前回到宿舍否则将被记为晚归（节假日、寒暑假适当放宽，具体以放假通知为准）。晚归一次将收到警告，晚归三次及以上视为违纪，学院将给予纪律处分，影响奖学金评定。晚11点至次日早晨6点之间进出留学生宿舍大门的学生须在门卫处登记，没有登记视为夜不归宿。
1、No Late Return and Night Absence
All students need to return to the dormitory before 11 PM or they will be recorded as late return (holidays, winter and summer holidays, subject to the holiday notice). One late return will receive a warning, and three or more will be regarded as a violation of discipline, and the school will give students disciplinary action, which will affect the scholarship evaluation. Students entering and leaving the gates of international students' dormitories between 11PM and 6AM are required to register at the doorkeeper. No registration will be deemed as night absence.
2、禁止夜间喧哗
禁止在晚上10点至早晨6点之间在楼内举行聚会、大声播放音乐、制造噪音、妨碍他人学习和休息。以上违纪情况，被发现一次学院将进行警告，被投诉且屡教不改者学院将勒令退宿、通报批评并给予纪律处分。
2、No Night Noise
No parties, loud music, making noise, disturbing others' study and rest in the dormitory between 10 pm and 6 am. These behaviors are deemed as Serious Violation of University Regulation. Once detected, student will receive warning notice. The complained and repeated offenders will be ordered to check out, notify criticism and give disciplinary action.
3、退宿流程
所有手续需提前在企业微信中的住宿异动模块申请，经国际教育学院审核相关费用、辅导员和导师(若有)意见，办理相关手续后方可调动。
3、Checking Out Procedures
All procedures should be applied in the accommodation change module in Wecom in advance. Students only can check out the dormitory after the school making the review of the relevant fees, the opinions of the counselors and tutors (if any) and finishing the relevant procedures.
3.1 校外住宿
累计出勤率在80%以上的学生可在下一学年开始前（一般为6月30日）申请校外居住，须在搬家24小时内提交《退宿申请表》、租房协议或房产证扉页、房东身份证复印件。
3.1 Off-Campus Accommodation
Students whose accumulative attendance rate is above 80% may apply for off-campus housing before the next academic year begins (June 30 in general) and within 24 hours of moving to the new address. Supporting materials include: Checking Out Form, Leasing Contract or the first page of Property Deed, a photocopy of the land owner’s Chinese citizen ID.
3.2 毕业退宿
毕（结）业离校退宿时，首先应返还房间钥匙至物业办公室，物业确认房间物品无损坏、国教院确认费用已缴清的情况下，在规定时间内搬离留学生宿舍（7月15日），搬离房间当天需再次告知物业。如未经同意而继续滞留学生宿舍、搬离时未按要求在物业处登记或在宿舍内存放物品者，因宿舍清扫、维修等原因造成的一切损失由学生本人负责并须按规定交纳其滞留期间的住宿费用。对违反退宿规定的毕（结）业生，学院将向出入境及/或毕业生新接收单位通报该不良记录，将对下一周期签证申请产生影响。
3.2 Graduation Checking Out
Students graduating or suspend study shall should first return the room key to the doorkeeper. If the doorkeeper confirms that the room has no damage, and the school confirms that the fee has been paid, you should leave the dormitory within the specified time (July 15), and inform the doorkeeper AGAIN the day when you moving out of the room. If the student continues to stay in the dormitory without consent, fails to register in the property office or store goods in the dormitory after the specified time, the student shall be responsible for all losses caused by the dormitory cleaning and maintenance and shall pay the accommodation fee during the stay according to the regulations. For graduate students who violate the check-out procedures, the school will inform the Immigration Center and / or new Chinese host unit (employer, university, etc.) for this bad record, which will affect the Visa application for the next round.
4、禁止公共区域堆放杂物
为保证宿舍环境卫生、避免安全隐患，禁止在宿舍公共区域堆放杂物。公共区域包括但不限于：走廊、厨房、楼梯间、玻璃房等。请于2023年10月7日前清理公共区域个人物品，逾期学院将按报废物品处理。
4、No Personal Belongings in Public Areas
In order to ensure the dormitory environment and avoid potential safety risks, it is forbidden to pile up personal belongings in the public areas of the dormitory. Public areas include but are not limited to: hallways, kitchens, stairwells, glass house etc. Please clean up personal belongings in public areas before October 7, 2023. If overdue, any personal belonging left in the public areas will be seemed as unclaimed property and will be cleaned by the school.
请注意，本学期10月开始学院将恢复常态化查寝工作，辅导员将不定期抽查学生住宿情况，发现违规行为将严肃处理。对于屡教不改者，学院将根据性质严重程度从严、从重处理，该类学生将面临纪律处分并会被要求搬出校内宿舍。
Please note that from October this semester, the school will resume regular bedtime inspection. Counselors will randomly check students' dormitory from time to time, and any violations will be dealt with seriously. Those who fail to change will be dealt with severely based on the severity and such students will face disciplinary action and be required to move out of the dormitory.
请各位同学严格遵守管理规定，共同营造并维护和谐宿舍环境。谢谢你的配合！
