2021年毕业班留学生退宿退费方案
根据2020年校务会相关决定，我校2021年将安排毕业班退宿，并继续退还因疫情未返校留学生住宿费。现将具体事项通知如下：
After CPU leadership’s discussion, the following methods are formulated to regulate the school-leaving and refund of final-year students.
一、退宿对象 I. Subjects of Checking-out:
预计2021年6月毕/结业或奖学金期限到期不延、校内宿舍未退的境内外留学生。继续在我校攻读下一学年学历课程的无须退宿。
International students who anticipate to graduate/complete courses in June.2021, and those whose scholarship will terminate (not to be extended) in June.2021, inside and outside China, with registered on-campus dormitories. Students who continue degree program at CPU for the 2021-2022 academic year are not required to check out from their current residence.
特别备注：正在延期中及即将申请延期的境外奖学金博士生无生活费及住宿费拨款，故应退宿。
Especially, CSC-scholarship PhD candidates outside China applying for/during their scholarship extension have no living allowance or accommodation fee subsidy from CSC and shall check out.
二、退费对象 II. Subjects of Refund:
第一条当中的境外毕结业的非全额奖学金生。
Among the above mentioned item I, students outside China other than full-scholarship students.
三、退宿须知 III. Procedures and requirements for checking out:
A. 境内留学生须在6月15日前与邵老师1620204626@cpu.edu.cn登记离境机票日期或国内其他接受单位报到日期，并在2021年7月15日前清空宿舍物品并完成退宿流程，由宿管书面确认。不得滞留。
B. 境外留学生须在2021年4月15日前填写退宿授权书或放弃个人物品声明（二选一），通过学生本人邮箱发送至1020082073@cpu.edu.cn，并在5月15日前委托校内同学办理退宿并清空所有个人物品，由宿管签字确认。这是退费的必要条件。
A. Final-year students in China shall report to Mr.Shao at 1620204626@cpu.edu.cn before June 15 the date of departure (airplane) or the registration date of the next work or study institution in China. The room shall be vacated before July 15, 2021 with written confirmation by the building security, so that to complete the checking out formalities. Students shall not extend their stay on-campus.
B. Students outside China shall fill in either: the Authorization Letter for checking out, or the Letter of Giving up Personal Belongings, sign, and send the scan copy/photo to 1020082073@cpu.edu.cn before April 15, 2021. Vacate the rooms before May 15, 2021, with written confirmation by the building security. This step is a necessity for refund.
四、退费项目 IV. Items of Refund:
任何结余的住宿费，包括已缴纳并结余至今的2019-2020年第二学期校内住宿费、预录取押金经计财处确认到账部分。具体金额均以计财处网上缴费平台历史记录或电子发票为准。
Any overpayment of accommodation fee, including the accommodation fee of 2nd Semester, Academic Year 2019-2020 already paid and unconsumed, and pre-admission deposit as confirmed by CPU Financial Office. The detailed amount is decided by official receipt, either the history record of Online Payment Platform or E-receipt (fapiao) issued by CPU Financial Office.
五、退费须知 V. Requirements for Refund
符合第三条B退费条件的学生可在2021年6月1日前用电脑端填写企业微信办事大厅-留学生退费申请，并提交。
Students who fulfill the checking out process as stipulated in III B are qualified for refund and may bind Wecom with CPU identity and fill the online refund form http://my.cpu.edu.cn before June 1, 2021.
未入住的2020级汉语进修生，退费条件和标准另行通知。
For Class of 2020 non-degree Chinese Language Students outside China who didn't check in, the requirements and standard will be notified otherwise.
汉语进修生无学号不能绑定企业微信的，在5月15日前联系1020082073@cpu.edu.cn，填写退费委托书，由被委托人到计财柜台领取现金。
If the Chinese language student doesn't have a student ID and cannot bind Wecom with CPU identity, he/she must fill the Authorization for Refund and send to 1020082073@cpu.edu.cn before May 15, 2021 to let the trustee fill the Online Refund Form and take the refund in cash at Financial Office.
六、逾期处理 VI: Lateness
预期未完成退宿流程的，学院将从7月15日起按照《中国药科大学外国留学生缴费管理规定》[2018]5号文规定按月扣费。房间物品最迟保留至7月30日，之后不论有无欠费，一律由后勤报废处理。
满足退费条件而未在7月15日前领取退费的，须在2021年10月30日前重新授权他人领取。
If checking out formality is not completed July 15, accommodation fee will be billed by month since July 15, according to the Regulations on Payment of International Students [2018]5. Finally, despite of the balance, all personal belongings remaining the room after July 30 will be removed by the logistics.
Students who fulfill the refund requirements but didn’t take the refund before July 15 will have to authorize another trustee before October 30, 2021.
